The Telecom Commission has approved allocation of 20 MHz of spectrum for cordless telecommunications system (CTS) that can be used for communication within a premise or similar small area for non-commercial purpose. Earlier in 2012, the Telecom Regulatory Authority of India (TRAI) had recommended that 20 MHz of spectrum be delicensed for low-power operations of CTS for private and indoor use but not for commercial use.

Thereafter, the Ministry of Defence (MoD) raised concerns over security on vacating spectrum for general public. It had objected to the regulator’s recommendation as the 20 MHz of spectrum is in the band, which the defence forces use for its communication services. Telecom Commission decided not to ask TRAI to review its recommendations on the basis of objection from the defence ministry but has suggested that the Department of Telecommunications (DoT) and MoD continue their discussion to reach an appropriate solution.

Allowing use of spectrum for non-commercial CTS will reduce telecom bills of enterprises within their premises and provide more flexibility at work with cordless phones as well as boost development of CTS in the country.
